After Romania ended their communist government, the world learned about the horrible conditions of the Romanian orphanages. Parents came from all over the world, mostly from the US, to adopt thousands of the Romanian orphans. However, international adoption began to become more pricey, and there were rumors that some of the children were being sold into prostitution or were killed for their healthy organs. The Romanian government then put strict laws on international adoption, not allowing children under the age of two to be adopted, and foreign adoptions were only allowed with grandparents. Since Romanian citizens don't care much about adoption, many orphans have no more hope for finding a family without international adoption.
Now, the Romanian law prohibits even inter country adoption except by a grandparent, aunt, or uncle.
